Parabiopolitics: On the Ecology of Anticipatory Governance
Parabiopolitcs is a technology of governance of global distribution that shares with biopolitics a common set of guiding values: health, security and well-being. It must nevertheless be distinguished from biopolitics on several fronts. It presumes not the continuity but instead the discontinuity among the past, present and future. It grants priority to an epistemology of emergence over an epistemology of recursion, of which the incorrigibility of uncertainty a centerpiece. It hinges on the construction of scenarios rather than the compilation of statistics. The Greek exercise in FORESIGHT, completed in 2004, offers an object lesson in its rationale and its results—or lack of results, as fortune would have it.
